The National Examinations Council of Tanzania (NECTA) is Government Institution which was established by the Parliamentary Act No. 21 of 1973. NECTA is responsible for the administration of all National Examinations in Tanzania.
The decision to establish NECTA was a follow-up of an earlier move, in April 1971, when Tanzania Mainland pulled out of the East African Examinations Council (EAEC) to conduct her own examinations. Zanzibar pulled out of EAEC in 1970. Before the pull out, between 1968 and 1971, Tanzania sat for foreign Secondary School Examinations conducted jointly by the East African Syndicate, which before then were conducted by the Cambridge Local Examinations Syndicate alone. The Examinations conducted by the Cambridge Local Examinations Syndicate then were the School Certificate and the Higher School Certificate Examinations. The School Certificate Examinations was taken by the African Students for the first time in 1947 and that of the Higher School Certificate in 1960.
REPLACEMENT CERTIFICATE FORM
A. APPLICATION PROCEDURE
Read the following instructions before completing this form:
(i) Make sure that the information you write in this form is correct. If the statement you wrote
will not be valid, an alternative certificate will not be prepared.
(ii) The cost of an alternative certificate is Tsh. 100,000 / =
(iii) An application for an alternative certificate will be received within three (03) months after the announcement
newspaper for the loss of the original certificate.
(iv) The screening process will take place within thirty days (one month) from
receipt of request for an alternative certificate where the Police Force (Investigation Unit
photo) will be involved in completing the investigation.
(v) An alternative certificate will be issued only once and will be issued to the candidate himself and not
otherwise.
(vi) If a lost certificate is found to be used in the labor market or training by the candidate
was found to be involved in cheating the Examinations Council in enabling the user of

involved in the fraud.
(vii) Make sure you have the following attachments: -
• If the certificate is lost, the newspaper announcement of the loss of the certificate (important information
on the announcement is Candidate Name, Test Number, Test Type, Year
of examination, name of school, photo of candidate and place of certificate lost), Certificate of
police for the loss of a certificate, photograph (Passport size) which you will paste on the
request for an alternative certificate, Copy ID and real Receipt of payment or
"Control Number".
• If your certificate caught fire, damaged by ants, floods, rats or by
in any other way you will not be required to publish a newspaper about the damage but
you will submit the above-mentioned illustrations together with a letter from the local government of
the scene of the fire or flood when it occurred. If there are remnants of the relevant certificate
you will be required to submit the balance to the Examinations Council of Tanzania.
(viii) After completing the form and payment, please send or submit the form
appendices referred to the Executive Secretary, Examinations Council of Tanzania, S.L.P 2624,
Dar es Salaam.
(ix) Payment for alternative certificate service should be made using a special number (Control
Number) provided by the electronic government payment system (GePG) via the website
NECTA: www.necta.go.tz or call + 255-22-2700493… 6 for further assistance.
All payments should be made in banks of: NMB; CRDB and NBC or using networks
financial M-Pesa and Tigo Pesa.
B. CONDITIONS FOR APPLICATION FOR ALTERNATIVE CERTIFICATE
An applicant for an alternative certificate is required to fulfill the following conditions: -
(a) Be a real candidate who took the test and was awarded an original certificate with a picture then
lost, damaged or burned.
(b) Be honest, trustworthy and truly committed to the need for an alternative certificate after
lack of original certificate due to the events mentioned in item (a) above.
(c) Your image will be matched to the image used to perform the relevant test. If those pictures
